Premises
The Civil Protection Department is a structure of the Presidency of the Council of Ministers and is located in Rome. It has three premises: a representative one in the centre of Rome, which includes the office of the Head of Department and its directly linked offices and units; and two premises outside the centre, the main operational Headquarters offices and the logistics hub for the storage of equipment.
Its historical location is in Via Ulpiano, 11, in the city centre. It has been here since 1982 when the first nucleus of the Department was established under the leadership of Giuseppe Zamberletti, appointed as Special Commissioner for the Irpinia earthquake in 1980.
The building dates back to the end of the 19th century and was one of the first buildings constructed in the Prati area of Rome, preceding the Courthouse building, or "Palazzo di Giustizia," located right next to it, by just a few years. Initially, the building served as the headquarters of the Opera Nazionale Combattenti (National Combatants Foundation), and now it houses the offices of the Head of Department, the Secretariat, the Deputy Head of Department, the Legal Advisor, the Press Office, and other offices and units.

In 2003, the Department acquired its headquarters located at Via Vitorchiano 2. This modern building houses the offices responsible for risk forecasting, prevention, and monitoring; emergency response planning and management; and fostering a culture of civil protection.
This is where the operations room is located, where critical situations and emergencies in Italy and abroad involving the Department are monitored and managed. It also houses the Joint Air Operations Centre (COAU), which operates the state's air fleet for civil protection activities, and the Italy Situation Room and Maritime Emergency Operations Centre (COEMM).
Via Vitorchiano is home to the Central Functional Centre, a crucial component of the national warning system that directs and coordinates the network of functional centers across the country.
